01 The Diagnosis

Programs are
interventions,
not environments

Programs persist not because they always work, but because they solve organisational needs beyond learning. They're visible, bounded, and easy to report on. The investment sits in the intervention. The leverage is usually somewhere else.

Every organisation is teaching its people constantly, through feedback structures, incentives, and the decisions that get made visibly or quietly. No program can counteract this, because the environment keeps teaching after the workshop ends. The system returns to its defaults.

Skill vs. Developmental Range

Adult development research distinguishes skill, a demonstrable competency, from developmental range: the meaning-making capacity that determines how a person applies skill under novel or ambiguous conditions.

Two people with identical skill profiles can inhabit entirely different developmental worlds. You can teach systems thinking. That doesn't mean someone can yet see systems.

L&D isn't a delivery department. The work is less about producing content and more about shaping the conditions where work and learning are inseparable.

02 The Measurement Problem

isn't measuring the right thing.

Most workforce capability systems measure what people have completed, not what they can do. The dashboards are real. The signal isn't.

Skills catalogued as if stable. But capability is live. It exists in action, degrades without practice, and transforms through experience. A taxonomy of 80,000 skills tells you where people were when they self-reported. Static mapping in a dynamic system.

The Dunning-Kruger Problem

Early learners rate themselves high because they lack the criteria to judge. As awareness grows, scores drop. On paper it looks like regression. In practice it's the start of real growth. Expecting upward-only trajectories will systematically misread development.

The Unit of Analysis Problem

Most workforce data treats capability as individual. But the most consequential capabilities, how a team coordinates under uncertainty or resolves disagreement, are collective. They live between people. Individual data can't capture them.

The Measurement Fallacy

Completion rates measure whether someone attended an event. Nothing about whether judgment shifted or behaviour changed under pressure. A proxy, not a signal. Governance structures have been built on them for decades.

What Useful Data Looks Like

Trajectory-based: the direction and shape of change over time, not a point-in-time score. Performance-linked: what changed about how decisions are made, not what courses were completed. And triangulated: self-assessment as soft evidence that sparks conversation, paired with observed behaviour and outcomes. It should exist in the work. With the right architecture, it can.

03 The AI Inflection

The L&D industry's current response to AI is largely a tools conversation: which platforms have AI features, how to generate content faster. These aren't unimportant questions. They're probably the wrong starting point.

As AI handles more of the procedural end of knowledge work, the question worth asking is what L&D is for once AI handles retrieval, summarisation, and first-pass generation. The answer isn't more content. It's building the conditions for the judgment AI can't replicate.

Where the Human Advantage Is Moving

AI is competent at retrieval, pattern recognition, and structured generation. The human advantage is shifting toward framing problems, integrating perspectives, navigating real ambiguity, and building shared understanding under uncertainty.

These aren't skills trainable in a module. They're developmental achievements that compound through experience, feedback, and collaborative sensemaking. Exactly what most current L&D architectures fail to build.

In a chat-mediated world, individuals can produce work that looks coherent without ever aligning with the people around them. At scale, this quietly erodes the shared understanding organisations depend on. Disagreement and dialogue aren't inefficiencies to design out. They're how collective judgment develops.

04 How We Work

Three layers
of a learning ecosystem

An ecosystem isn't a collection of initiatives. It's a set of conditions that, when they reinforce each other, make capability development a natural outcome of good work rather than an activity bolted on top of it.

The Environment Layer

Where the hidden curriculum lives. How feedback is built into work, what behaviour is actually rewarded versus what values statements describe, how decisions are made visible, how mistakes are handled in practice.

Organisations rarely design this layer deliberately. But it's doing the heaviest teaching. L&D can shape it by making those unwritten norms visible and intentional. This is usually the layer programs work against without realising it.

The Social Layer

Where collective understanding develops. Shared experiences that create common reference points, structures that make disagreement productive, and protected time for dialogue. Teams coordinate through what they can reasonably assume others recognise, not through everything each individual knows separately.

AI can help here by surfacing context and prompting better questions. It can't do the work of people reasoning together. Building shared understanding requires the social layer to be designed, not assumed.

The Technical Layer

The infrastructure that makes institutional knowledge findable and learning data useful. MCP implementation, knowledge architecture, and the connection between how people work and what the organisation learns from that work.

This layer serves the other two. It doesn't lead the design. An MCP implementation in an environment that punishes admitting uncertainty won't produce the outcomes the technology promises. The design question comes first.

05 The Technical Bridge

MCP: useful
when the conditions
are right

"Learning in the flow of work" has been a phrase in L&D for over a decade. The Model Context Protocol (MCP) is an open standard that makes it technically possible, connecting AI tools directly to structured knowledge sources without requiring people to leave the tools they already use.

But MCP is infrastructure, not a solution on its own. Its value depends on what's indexed, the conditions under which that knowledge gets used, and whether the organisation is actively maintaining and contesting it. Easy access to outdated or uncontested knowledge isn't a learning asset.

Where MCP implementations go wrong

When MCP is treated as a productivity tool rather than an ecosystem layer, it produces what most AI implementations produce: faster individual task completion and weaker shared understanding. People access knowledge privately, without the friction that would otherwise align them. The difference is in what the implementation is designed to do, not the technology itself.

to read your
organisation

Before any ecosystem design begins, you need an honest assessment of what the system is teaching, what the environment is reinforcing, and where the structural mismatches lie. Not a skills audit. Not a capability gap analysis.

01The Feedback Loop Signal
When someone makes a consequential decision, how quickly and specifically do they receive meaningful feedback? Is that feedback structural, built into the work, or episodic, reliant on a manager's bandwidth?
02The Hidden Curriculum Signal
What does your system actually reward? Map what gets recognised, promoted, and informally celebrated, then compare it with your stated values. The gap is what your organisation is teaching.
03The Knowledge Flow Signal
When a capable person leaves, what leaves with them? If the answer is "most of what made them effective," you have a knowledge architecture failure, not a retention problem.
04The Shared Context Signal
Ask five people in the same function to describe how your organisation makes a specific class of decision. The divergence measures your collective intelligence deficit, and your collaboration risk.
05The Data Quality Signal
What does your best capability data tell you? If the answer is completion rates and self-assessed skill levels, the question isn't what you're measuring. It's whether any of it connects to performance.

This isn't a future-state conversation. The pressures that make ecosystem design necessary are present right now in most large organisations.

Capability doesn't reliably scale through programs. Learning is shaped by social context as much as content. The environment teaches more persistently than any curriculum. AI doesn't neutralise those dynamics. It amplifies what is already there.
